{"id":1772,"date":"2016-06-03T13:55:39","date_gmt":"2016-06-03T13:55:39","guid":{"rendered":"http:\/\/tvndy.ca\/?p=1772\/"},"modified":"2018-11-06T02:33:07","modified_gmt":"2018-11-06T02:33:07","slug":"webcast-archive-bill-c-14-adopted-by-the-house-of-commons","status":"publish","type":"post","link":"https:\/\/tvndy.ca\/en\/2016\/06\/webcast-archive-bill-c-14-adopted-by-the-house-of-commons\/","title":{"rendered":"Webcast archive: Bill C-14 adopted by the House of Commons"},"content":{"rendered":"<p><iframe loading=\"lazy\" width=\"1180\" height=\"664\" src=\"https:\/\/www.youtube.com\/embed\/tZuBq-ojqlM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p>In this episode of <em>Euthanasia &amp; Disability<\/em>, Amy Hasbrouck and Christian Debray discuss:<\/p>\n<ul>\n<li>Bill C-14 is adopted by the House of Commons<\/li>\n<li>A review of the June 1<sup>st<\/sup> demonstration<\/li>\n<li>A woman with MS is given &#8220;medical aid in dying&#8221;<\/li>\n<\/ul>\n<p>Please note that this text is only a script and that our webcast contains additional commentary.<\/p>\n<p><strong>BILL C-14 ADOPTED BY THE HOUSE OF COMMONS<\/strong><\/p>\n<ul>\n<li>On Tuesday, members of the House of Commons voted 186 to 137 to approve Bill C-14 to regulate euthanasia and assisted suicide,<\/li>\n<li>The final version of the bill contained few changes from the original.<\/li>\n<li>One amendment clarified that a person must meet all the eligibility criteria.\u00a0 As well, the definition of grievous and irremediable medical condition was clarified to require all of the elements in the definition.<\/li>\n<li>The MPs did add language recognizing the conscience rights of medical professionals, stating \u201c nothing in this section compels an individual to provide or assist in providing medical assistance in dying.\u201d<\/li>\n<li>Also on the positive side, the House added a section providing that \u201cif the person has difficulty communicating, [the doctor or nurse practitioner shall] take all necessary measures to provide a reliable means by which the person may understand the information that is provided to them and communicate their decision.<\/li>\n<li>The House did not remove the sections that allow any person to \u201cdo anything\u201d to \u201chelp\u201d with an assisted suicide even if they have a \u201creasonable but mistaken belief\u201d about the request for assisted suicide.\u00a0 Nor did it close the loophole that allows an heir to fill out the request on behalf of someone who can\u2019t complete the form independently.<\/li>\n<li>Also, the MPs reduced the \u201ccooling off period\u201d from 15 days to 10 days.<\/li>\n<li>Aside from protecting patients from \u201cexternal pressure\u201d the law includes no provision for a vulnerability assessment, to determine if the person\u2019s circumstances might create an inducement to commit suicide.\u00a0 Nor does the House version guarantee access to palliative care or home care services.<\/li>\n<li>Senators have promised to introduce amendments to both strengthen and weaken the law.\u00a0 If the version voted out of the senate is not the same as that voted by the house, the Senate version will be sent back to the House for its approval.\u00a0 Few people expect this to be completed by the Supreme Court\u2019s deadline.<\/li>\n<li>If the bill is not passed by June 6, it will fall to the provinces to regulate assisted suicide until a law is adopted.\u00a0 Only Qu\u00e9bec has a law governing the practice of euthanasia.<\/li>\n<\/ul>\n<p><strong>JUNE 1 RALLY RECAP<\/strong><\/p>\n<ul>\n<li>About 400 people gathered at the steps of Parliament on Wednesday at a rally to show their opposition to assisted suicide and euthanasia.<\/li>\n<li>The rally was sponsored by the Euthanasia Prevention Coalition, the Physicians Collective against Euthanasia and Living with Dignity.<\/li>\n<li>The rally included speeches from several MPs and senators who thanked the attendees for coming, and pledged to amend Bill C-14.\u00a0 Among the speakers were Senator Betty Unger, Senator Tobias Enverga, and MP Harold Albrecht<\/li>\n<li>The rally featured a \u201cdie-in\u201d where over 200 people lay down on the lawn in \u201cbody bags\u201d to signify the casualties of the assisted suicide program.\u00a0 The crowd chanted \u201cassistance to live, not to die\u201d and \u201ckilling is not care\u201d as the media filmed the protesters laid out on the lawn.<\/li>\n<\/ul>\n<p><strong>A WOMAN WITH MS IS ALLOWED PHYSICIAN ASSISTED DEATH<\/strong><\/p>\n<ul>\n<li>On Monday, a Manitoba court approved the assisted suicide of an unidentified woman known in court filings as \u201cpatient # 3\u201d.<\/li>\n<li>The woman, who has MS, is functionally a quadriplegic and uses a ventilator, as well as having uncontrolled nerve pain.<\/li>\n<li>According to court documents, the woman considered having her feeding tube removed, but decided against it.<\/li>\n<li>It\u2019s unclear as to whether patient #
