{"id":1614,"date":"2015-09-04T21:26:05","date_gmt":"2015-09-04T21:26:05","guid":{"rendered":"http:\/\/tvndy.ca\/?p=1614\/"},"modified":"2019-06-25T14:36:36","modified_gmt":"2019-06-25T14:36:36","slug":"webcast-archive-quebec-hospices-refuse-to-euthanize","status":"publish","type":"post","link":"https:\/\/tvndy.ca\/en\/2015\/09\/webcast-archive-quebec-hospices-refuse-to-euthanize\/","title":{"rendered":"Webcast archive: Qu\u00e9bec hospices refuse to euthanize"},"content":{"rendered":"<p><iframe loading=\"lazy\" width=\"1180\" height=\"664\" src=\"https:\/\/www.youtube.com\/embed\/oLgwWA5TS3M?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p>In this episode of <em>Euthanasia &amp; Disability<\/em>, Amy Hasbrouck and Christian Debray discuss:<\/p>\n<ul>\n<li>Qu\u00e9bec hospices refuse to euthanize<\/li>\n<li>Euthanasia kits<\/li>\n<li>The latest nursing home scandal<\/li>\n<\/ul>\n<p>Please note that this text is only a script and that our webcast contains additional commentary.<\/p>\n<p><strong>A note before we start:\u00a0<\/strong> You\u2019ll notice that all of our topics today relate to events in Qu\u00e9bec.\u00a0 The reason we\u2019re focusing on Qu\u00e9bec is that it\u2019s the first province in Canada to put medical killing into action.<\/p>\n<p>Governments of other provinces, states and countries around the world will be watching what happens in Qu\u00e9bec.\u00a0 We believe that letting people know what\u2019s going on here will help them prepare for what may happen if medical killing becomes legal in their regions.<\/p>\n<p><strong>HOSPICES IN QU\u00c9BEC REFUSE TO OFFER EUTHANASIA<\/strong><\/p>\n<ul>\n<li>All 29 hospices in Qu\u00e9bec have unanimously declared that they will not perform euthanasia on their patients.<\/li>\n<li>In addition, doctors in the palliative care unit at the hospital at the Universit\u00e9 de Montr\u00e9al say that they won\u2019t offer what the law calls \u201cmedical aid in dying.\u201d<\/li>\n<li>The palliative care centres will inform people upon admission that euthanasia is not among the services they offer. If a person decides later that s\/he wants to be killed, the person can be transferred to a hospital.<\/li>\n<li>Veronique Hivon, the former P\u00e9quiste minister who shepherded Bill 52 to its passage in 2014, said she was surprised by the Hospices decision.<\/li>\n<li>Apparently Ms. Hivon forgot that the Hospice association members unanimously opposed euthanasia during the hearings before the National Assembly\u2019s Health and social service committee.<\/li>\n<li>The National Assembly ultimately gave an exemption to hospice programs to choose (or not) to perform euthanasia. They also allowed doctors to refuse to kill their patients if it goes against their conscience.<\/li>\n<li>Based on the reactions of Ms. Hivon and Health Minister Barrette, it appears they didn\u2019t expect the palliative care doctors would actually call their bluff.<\/li>\n<li>Both Members of the national assembly made veiled threats of withdrawal of funds and other punishments for refusing. Minister Barrette stated that \u201cDoctors must respect the will of the people.\u201d<\/li>\n<li>The Act Concerning End-of-Life Care will go into effect in three months. As the date approaches, the reality becomes more concrete, and what were vague worries last year have become real problems to be resolved.\u00a0 Since the government has only issued a small part of the necessary regulations, doctors, administrators and the public are beginning to wonder \u201chow does an extermination program work?\u201d<\/li>\n<\/ul>\n<p><strong>EUTHANASIA KITS FOR QU\u00c9BEC DOCTORS<\/strong><\/p>\n<ul>\n<li>Articles in English-language newspapers this week indicated that the Qu\u00e9bec Coll\u00e8ge des m\u00e9decins would distribute \u201ceuthanasia kits\u201d to doctors, with drugs and supplies to euthanize people.<\/li>\n<li>The first article appeared on August 28 in the National Post. Author Sharon Kirkey quoted Dr. Yves Robert, Secretary of the Coll\u00e8ge des m\u00e9decins, who described a guide that would be published on the coll\u00e8ge\u2019s website on September 10.<\/li>\n<li>The article also described a \u201cstandard euthanasia kit\u201d that would include:\n<ul>\n<li>A benzodiazepine (such as Valium) to calm, relax and put the person to sleep;<\/li>\n<li>A barbiturate to put the person into a coma;<\/li>\n<li>A drug related to curare, to stop the heart and breathing of the person;<\/li>\n<li>Syringes, needles and enough drugs for two tries (in case the first one doesn\u2019t work?).<\/li>\n<\/ul>\n<\/li>\n<li>Several English-language media outlets outside Qu\u00e9bec picked up the story, which elicited a good deal of concern.<\/li>\n<li>After that, articles in Qu\u00e9bec newspapers starting on September 1 cited the president of the Coll\u00e8ge des M\u00e9decins, Charles Bernard, who said that there would be no \u201ceuthanasia kits.\u201d<\/li>\n<li>In addition, he \u201cinvited\u201d the media to \u201cnot identify the first people to avail themselves of medical aid in dying\u201d and to not \u201csensationalize it.\u201d<\/li>\n<\/ul>\n<p><strong>THE LATEST NURSING HOME SCANDAL <\/strong><\/p>\n<ul>\n<li>\u201cElderly people tied up for no reason. Wheelchairs locked to prevent people from moving around, layers of diapers for less-frequent changes.\u00a0 This was the daily horror people lived with for years in a nursing home in Abitibi.\u201d<\/li>\n<li>This is how David Prince began his September 1 article in the Journal de Montr\u00e9al, where he described the latest nursing home scandal here in Qu\u00e9bec.<\/li>\n<li>The article describes not only mistreatment of residents of the Harricana Nursing Home in Amos, but also intimidation of family members who tried to put a stop to the abuse.<\/li>\n<li>The residents had their eyeglasses and hearing aids taken away, and the staff gave them only 15 minutes to finish eating, before taking away their plates and saying \u201cyou\u2019re not hungry anymore.\u201d<\/li>\n<li>The abuses continued for years.
